Richard Fischer
Co-Chair, Consumer Protection Task Force
Richard Fischer is the co-chair of BPC’s Consumer Protection Task Force. He is a partner in the Washington, D.C. office of Morrison & Foerster. His practice focuses on retail financial services, privacy, and data security.
For over 40 years, he has advised a wide variety of companies, including banks, retailers, insurers, technology, and other companies, across the United States on the full range of financial services, payment system, and data security issues. His practice has a special emphasis on privacy, e-commerce, technology, and joint venture issues. Fischer became a partner of Morrison & Foerster in 1976.
Fischer is a recognized expert on Washington legislative and regulatory issues. He has written and spoken extensively on many aspects of financial services law and has lectured on these subjects at several law schools.
Fischer has been recognized as one of Washington’s top banking and privacy lawyers by Washingtonian magazine.
